CJS 220 - Emergency Vehicle Operations Course (EVOC)

2 credit hours -
RESTRICTED. Open only to Police Academy Option students. Covers classroom, simulator and actual driving practice mandated by the Maryland Police Training Commission for pre-employment certification as a sworn law enforcement officer. It is a capstone course of our Police Academy area of study and features classroom lecture, electronic simulator use and hands-on driver training. Students undergo an extensive defensive driving and emergency vehicle operation course. Included are driver attitude, defensive awareness and presence of mind, driver skills, physical forces that act on a vehicle, and safety of operator and the public in emergency response, pursuit driving and traffic enforcement stops. Lab includes operation of a police vehicle on a skill pad, skid pad, urban grid and a highway response course.

Prerequisite(s): CJS 109 , CJS 112 , CJS 127 , CJS 128 , LGS 215  /CJS 215, LGS 216 /CJS 216, CJS 219 , CJS 222 , EMT 104  or HEA 150  and approval from the Police Academy Director.

Corequisite(s): CJS 218 , CJS 225 , CJS 226 , PHE 214.

Note: Class is restricted to AACC Police Academy students and will meet at a Driver Training Facility (DTF) of the Maryland Police and Corrections Training Commission (MPCTC) at Sykesville, Maryland.

Course Outcomes:
Upon successful completion of this course, the student will be able to:

  1. Identify the components and importance of defensive driving.
  2. Identify driving attitudes or conditions that contribute to traffic accidents.
  3. Identify activities which most frequently contribute to collisions.
  4. Identify qualities of a good driver, their own limitations.
  5. Identify hazards of night and reduce visibility driving.
  6. Identify and recognize the importance of knowing traffic conditions which affect stopping distances.
  7. Identify the advantages, disadvantages, elements and limitations of high speed pursuit.
  8. Identify officer liability and exception to liability when operating an emergency vehicle.
  9. Demonstrate ability to gain control of various vehicle skids under various weather and road conditions.
  10. Demonstrate ability to maneuver a vehicle in restricted areas.
  11. Demonstrate ability to operate and control a police vehicle during a control high speed pursuit.
  12. Demonstrate techniques of accident avoidance.
  13. Describe circumstances and process to notify supervisor of damage, need for maintenance and repair.
  14. Perform first line maintenance on the patrol vehicle.
  15. Demonstrate the use of spot light, headlight, and flashlights for an area physical check.
  16. Identify the hazards and benefits of using police equipment while patrolling. (siren, strobe, radio)
  17. Demonstrate the procedure to check condition of patrol vehicle and its assigned equipment.
  18. Describe the procedures and circumstances for hazardous materials or emergency vehicle escort.
